In early August (5 & 7), Lebanon’s cabinet voted to accept a U.S.-backed plan to enforce disarmament of non-state actors. Hezbollah rejected the decision and urged the government to reverse it.
On September 5, Army Commander Rodolph Haykal presented a five-stage plan at the presidential palace; the deliberations and many details remain under secrecy, though officials stress this is not to hide information. Five ministers withdrew from the session before the briefing but left amicably. According to Deputy PM Tarek Mitri, the Lebanese Armed Forces know their roadmap and will not sit idle, yet effective execution requires political, moral, and material empowerment and, critically, a cessation of hostilities; without it, the Army’s actions face limits.
The overall message: the state is pushing to centralize arms, amid opposition, secrecy, and operational constraints.
