Ayman: Let me ask you about what the military is doing now because you’ve had some incredible reporting as we’re seeing these images unfold in Gaza. We’re seeing this massive increase in civilian death toll in this particular war, and in large part because of, as I understand it from your reporting, the number and the types of targets that Israel now believes are acceptable, legitimate targets. Walk me through what has changed based on your reporting in Israel’s calculation that is justifying this scale, this mass scale of killing.
Yuval: So the investigation is based on conversations that I’ve had with seven Israeli intelligence officers, both current and former that took part in wars in Gaza. And I think there are three changes or three takeaways from it.
The first is an increasingly tendency to use artificial intelligence in this current operation, automated software to actually generate targets. In the investigation we talk about a specific program called the Gospel, which generates targets for assassination on a massive scale. Now, this trend already began in 2019 when the military created a center that was, to a large extent dedicated to automating this process of target creation in Gaza and Lebanon.
And sources who have actually served in the center said that they felt they were being judged based on not on the quality of the targets, but on the quantity of the targets, that they wanted to expand the quantity of the targets. Also, out of the military doctrine, a world view that when you are fighting a guerrilla group like Hamas or Hezbollah, you want to strike as many targets as possible simultaneously, and that has a certain shock effect.
So, this center has created more than 12,000 targets in in this operation. The second very important thing that has changed is a dramatic loosening of previous protocols that were in the army, according to sources, and were meant to protect Palestinian civilian life. So according to five Israeli intelligence officers, when civilians in Gaza are being killed in an Israeli bombing, that is done in the majority of cases KNOWINGLY.
Now, the civilians are not appearing as the targets of the target file. However, the amount of civilians who are expected to be killed alongside the target does appear.
So, one source recalled how they knowingly killed, for example, several hundred Palestinian civilians in one attempt to assassinate one Hamas senior commander. Another source recalled how now bombings are being carried out based on an approximation of where the target is. While in the past there was more accurate pinpointing, again, knowingly killing civilians due to the reduction of these previous protocols.
