NEW YORK & TEL AVIV — In a major diplomatic escalation, the United Nations has officially added Israeli entities to its formal blacklist of parties credibly suspected of committing acts of sexual violence in conflict zones.
The decision, first reported by The Jerusalem Post, will explicitly include the Israeli Prison Service (IPS) in the 2026 blacklist annex of the UN Secretary-General’s annual report on Conflict-Related Sexual Violence. Other Israeli state and military bodies have been placed under a strict monitoring framework for potential future inclusion. The blacklisting follows numerous highly publicized investigations by human rights groups and international media outlets documenting patterns of rape, forced nudity, and sexualized torture against Palestinian detainees and civilians since October 2023.
The move has triggered an immediate and severe diplomatic backlash from Israeli leadership. Israel’s Ambassador to the UN, Danny Danon, fiercely condemned the listing as a “political” move completely detached from reality, stating that the UN had suffered a “complete collapse of any credibility” by placing Israel on the same list as groups like Hamas and ISIS. In direct retaliation, Israel has announced a total freeze on its relations with the office of UN Secretary-General António Guterres, vowing to cut off contact with the office for the remainder of his term.
