Ben-Gvir’s Plan to Empty Gaza: 250,000 in Year One, 1.9 Million in Seven
September 5, 2026Itamar Ben-Gvir, Israel’s National Security Minister, unveiled a plan on Thursday to move almost every Palestinian out of Gaza.
He calls it Disengagement 710. The name refers to Israel’s 2005 withdrawal from Gaza and to 7 October 2023.
The targets: 250,000 people out in the first year. 1.11 million within three years. 1.86 million within seven. Gaza’s population is around 2.1 million.
He calls it voluntary emigration.
This is not a speech. The plan proposes a dedicated government Emigration Ministry, an initial investment of 10 billion shekels, and a matching framework of up to 50 billion depending on international participation and agreements with receiving countries. Ben-Gvir’s party has said leading that ministry will be one of its conditions for joining the next government. Israel votes on 27 October.

He is not alone. Defence Minister Israel Katz said on Wednesday that Israel is prepared to facilitate Palestinian departures by sea and air once the United States approves and destination countries are secured.
Forced displacement of civilians from occupied territory is a war crime under the Geneva Conventions.
Egypt has refused to allow Palestinians to leave Gaza through its territory, and Arab governments have repeatedly rejected any proposal that would permanently change who lives there.
My take: the word “voluntary” is the problem becasue there is nothing voluntary about this entire scheme. It is FORCED removal. You cannot destroy a place, block what goes in and out, and then call the exit a choice. Two Israeli ministers said it out loud in two days, seven weeks out from an election, because they believe there is a constituency for it. That’s the biggest problem of all. The majority of Israeli’s agree with this kind of thinking.
